Private Sector Housing - HHSRS Property Inspection & Enforcement (Contract)

Location: Rotherham Country: UK Rate: £85
 

We are looking for professional officers to inspect residential dwellings within a Selective Licensing scheme to the HHSRS. Contractors to be HHSRS qualified and have a minimum of 2 years recent housing enforcement inspection (to be evaluated on CV). The contract has the potential to deliver 600 inspections.

Task Specification.

  • The contractor will be provided with a list of geographical similar properties, including landlord contact details with a live email address.
  • The Authority will make contact with the landlord and tenant in the form of a S239 appt letter which provides notice of inspection within a one week window, but with the opportunity for specific appointments to be made.
  • The contractor will manage their own appointments. The contractor will have to provide a direct mobile telephone number for residents and landlords to use, to ensure ease of contact/assess/effective communication. They will also provide a similar number to their SPOC at the council.
  • The Council will provide a Google based App to install on the contractor's own mobile device, which allows mobile inspections recording.
  • The Council will provide training on the use of the APP prior to any inspections being offered.
  • The contractor will inspect the property at the time agreed or as per the S239 notice.
  • The App produces an inspection report and either a Housing Notice or a letter acknowledging no issues.
  • The contractor will edit this via the APP or by laptop, as this is a web-based App and submits the PDF Documents to the Authority for Quality Assessment.
  • The final documentation will be.
  • Property specific
  • Accurate and scored under HHSRS (ref to worked examples). Scoring is available within the App.
  • Reflect the conditions found and the works necessary to rectify the issues within a reasonable time scale, illustrating a professional assessment of the property and knowledge of sound building practice.
  • Where a Housing Notice under the Housing Act 2004 is justified the contractor will be responsible for producing a legally competent notice.

Required standards and remuneration.

  • The Contractor will be allocated multiple inspection addresses and can work at any time from 8am to 10pm by appointment. Non appointment visits can only be attempted between 9am and 6pm.
  • Contractors will invoice monthly, and payments will be authorised following a successful Quality Assessment of the documentation.
  • The inspecting officer will remain responsible for communicating with landlords/tenants over any disputed inspections in the first instance. The inspecting officer will remain responsible to attend any tribunal hearing in response to any Notice they produce. A reasonable additional fee will agree where an officer is required to attend a tribunal.
